Government of Karnataka has set up Centre for e-Governance (CeG), a society  under the e-Governance Secretariat, DPAR (AR) and registered under Karnataka Societies Registration Act 1960. Karnataka State Wide Area Network (KSWAN) has been set-up (Dec. 2009) under CeG with the assistance of Government of India for providing reliable and most secure network connectivity and bandwidth upgradation on-demand to the user departments across Karnataka. KSWAN Network is build for by providing LAN and WAN services using MPLS technology within the network and bandwidth of service provider. The network envisages establishing most reliable fault-free video, voice and data communication services to all the Government offices across Karnataka State.  

The various Government offices at State, District and Taluk are connected on Horizontal level to respective KSWAN POPs. The KSWAN network extended to the various offices located below Taluk level in large numbers. Presently more than 4000 offices of 56 Departments including Chief Minister's Office, Governor's Office, High Court, Police, Judicial Courts & Prisons, Treasuries, Stamp & Registration,  Transport, Agriculture, Education, Health, Food & Civil Supplies, Municipal Administration, etc spread across the state of Karnataka have been brought under the umbrella of KSWAN for extending the citizen oriented services of Government.

The extending of KSWAN network to all the offices up to the Gram Panchayat level is also in progress under NII 2.0 Project of Government of India. Internet Protocol based Phones (VoIP based) service connection has been provided to all the Administrative Officers of various departments for effective inter-department communication. Video Conference service is extended to all the 176 Taluk Head Quarters in addition to all the H/Q of Departments.

The Operation & Maintenance of KSWAN network is placed under the selected System Integrator on Build, Own, Operate & Transfer Model and managed by the team of System Integrator round the clock.  A dedicated team of CeG under the Project Director, KSWAN undertakes close monitoring of the performance of KSWAN network and coordinates with service providers in resolving the issues in time.  Help Desk of KSWAN works 24/7 and provides Managed Network Services to the user departments across Karnataka State. With these activities it is possible to achieve uptime of KSWAN POPs better than 99.5%.

The bandwidth connectivity between SCR to all DCRs has provided alternate connectivity from BSNL and NKN (NIC). Further the Centre for e-Governance, Karnataka has planned for dual bandwidth connectivity from two different TSPs for all its DCR & TCR POPs across Karnataka state to achieve 100% uptime. 

The State of Karnataka, being an IT Hub has done exceptionally well in rolling out large e-Governance applications across the state up to the block level. Large number of Government to citizens' initiatives (G2C), Government to Government (G2G) and Government to Business (G2B) projects are operational on KSWAN Network very effectively.
